'bana hic kiz gozlerini verirmi'

There's a famous video-clip , song

"Sevdigin kiz icin gozlerini verirmisin ?"

"Can you give your eyes for the girl you love ?"

it reminded me this...

yeah you can do that estimation for exaggerating about love and say:
( can any girl give her eyes to me)
but then what is the full meaning?

I have never heard such a saying: "gözlerini vermek"
"to give her/his eyes"

some speciality of languages in this area, while you can't have the same thing in European Languages ...
for example

Gözüm üstüna = superior to my eye (the word for word translation) but the full meaning can be
my pleasure to (serve,help,do that for) you

So, is "to give his eyes" a special english saying?

We have a phrase to describe that someone is very very special to us : the apple of my eye.

The Turkish equivalent, I think, is the "baby of my eye" - göz bebeğim.

"Eye Candy" is another expression for anything that is pleasing to the eyes. It could be anything from a beautiful carpet to an attractive person.
