Tips and/or info on newspaper english

Hi All,
Would someone be kind enough to give me some tips and info about newpaper english, especially with relation to the body of news? I know some tips about headlines, but need know about uses in the body of news - what I must pay attention to, what use indicates what, etc.
e.g. Assume a sentence in the body of a news is like this:
"Sentence, understands Pagliaccio."
Should I take, for example, the "understand" here really in the present tense - "understands"? Or depending on the context, it may be taken as "understood"?
Alernatively you could share some link with me, where I could find info about newspaper english.

Newspapers tend to talk in past tense - mainly due to the fact the in these days of "instant" news, it is a day old by the time it is read.
Thus news items tend to be past tense "Pagliaccio reported yesterday that...."....
However, present tense is used if describing current situations like..."the housing market is decreasing".
Newspapers should always be written in the 3rd person, unless you are writing a column.If I can be of any specific help, let me know. The following link may help:-

Breaking news!
Pagliaccio happy now.
Pagliaccio, who was so unhappy sometime ago, feel happy now and is smiling of happines, reported our TC reporter. He tells our reporter that he could then resume to do what he is to do, and added, 'Sure, I had to neglected to thank all people here who kindly helped me about newspaper english; but better late than never.' Feeling happy, he do thank people for their help, we understands.

Did not have time to go to 'Red Carpet' store and borrowed from Sui .
He was very delighted to know that our friend is so happy and sent this champagne all the way from Austria.

The German newspaper " Deutche Welle" had the headline today about 'Fashion, Girls and a Guy' - The German Master School for Fashion - "Somewear"
The German Master School for Fashion in Munich reported the latest news from the small town in Germany.
There was discussion regarding the newly arrived from Turkey Sui Generis. What not to wear.
The discussion was in favour to not wear "Lederhosen".
Sui had just to be agree with Fashion professionals, the news said.
