Freedom to speak is not the right to utter everything that pops up to your mind. It is the freedom to chose and say what is wise, correct, honest, suitable, polite and pragmatic among all the possible things that can be said.

As long as you're not causing physical harm to anyone, you should be able to say anything you want. What you are describing is censorship, a very familiar concept in your culture.

Whether or not what one might say cause physical harm to others may be negligible, compared to what harm may be inflicted on the speaker by others, if you believe freedom to speak is the freedom to say absolutely whatever one wants.
What you recommend will lead to an absolute chaos. Lack of recognized rules will leave the physically strong ones to enjoy the privilege to speak as they wish...others will have to keep quiet, in fear.

Unless people are used to hearing criticism and freedom of speech is protected by law (instead of punished).

That is the point, no physical harm should be allowed (that includes jail, shutting down of a web site... etc.). Everybody should be free to express their ideas, minorities AND majorities. For example, in the UK the majority is agnostic yet, they can't freely express their opinions about religions because the minorities become violent.

Look, you miss the whole point of discussion...can you not understand the difference between "FREEDOM TO UTTER WHATEVER YOU WANT" and "FREEDOM FOR PRAGMATIC CRITISIZM"?
The issue here is not CENSORSHIP.
