This sentence is quite correct but it is not ´YOU CAN MESS AROUND UP until you get engaged to someone´. - it is ´YOU CAN MESS AROUND-  up until you get engaged to someone´

´up until´ means ´until the time that´

easy mistake if you are not a native speaker though

up until is used together ..

i,e -  you can mess around until the time you get engaged

 The quote is actually ´you can mess around,     up until you........´ The up goes before the ´until´ and has nothing to do with the ´around´.

 she is an english speaking lady, isnt she? i didnt even read the whole text but the important thing here is that you can use the words that way (my way).. it is practicaly being used..
