´duyurulur´ is in the first place the passiv form of "duyurmak"; however it is commonly used at the end of notices to the public - as in "kamuoyuna/ilgilenenlere/yetkililere duyurulur".

 

In the above context, I think, it could be best translated as "for/to your information".

 

My two cents.

So, the sentence could be translated as follows:

 

"I couldn´t/hadn´t/haven´t been able to make my honeymoon those days/in time. (Just) for your information."

 

 Agree about duyurulur. It is jokingly copying the public notices, and can be translated as "for your information" or "to let all my friends know"

 

Let all my friends know: I was unable to go on honeymoon at the right time.
