actually its hanging around, like staying in one place, I think its an American expression.

for example you can ask. what are you doing today

im just hanging around at home waiting for the plumber to come and fix the leak or,

say some children are playing outside your window and you are trying to study, you could say,

stop hanging around here go find somewhere else to play

Yes we Americans love to "hang out".  Sometimes we just "hang" or "hang around" 

If I ask my son, "what are you doing?" he may say, "oh, just hanging out" or "just hanging around" 

Or I can ask him "what are you going to do?"  He can say, "I think I am just going to hang"

(or if you really want to sound American...you can say, "I am just gonna hang")

I understand it means like “staying in one place”, “hanging around one place”, an American expression.
Turkish people are using this word as a new word  like “bir yere takılmak” or “bir yerde vakit geçirmek”

For example:
-Question :“What are you doing today?”(Bu gün ne yapıyorsun?)
-Answer : “Hanging around here” (Burada bir yerlere takılıyorum)

-Question : “What are you doing in your free-spare times?” (Boş zamanlarında ne yapıyorsun?)
-Answer : “I am just hanging out” (Dışarıda şuraya buraya takılıyorum)
or 
“I am hanging in cafee” (Kahveye takılıyorum)

I think it should be just "free time" or "spare time", without plural ending (although in Turkish the plural is used) - but I´m not a native English speaker, so I hope someone will correct me if I´m wrong
