can someone please translate this :

 Don`t promise when while happy,don`t give an answer/ reply when/while sad, don`t make a decision even if you are angry

 I guess it means you can use when or while here. so it must be when / while

 Never heard to use "when while" together.... BTW where is Sonunda ?
