is "miş" in this sentence below used as " reported past tense" or " Verbal adjective function " ?

"Söylediğine göre acısı o kadar çok  birikmiş ki hala dinmek bilmiyor "

 -miş in "o kadar birikmiş ki hala dinmek bilmiyor" is this -miş for "reported past tense" or the constructive -miş used to make participles?

 Scalpel, No one who is amateur with limitted [rusted] grammar knowledge can ask a question like that above.

I read the corrections on corrections , but this has left me a bit confused.
