I think so.. English is the world´s language. You can use it anywhere. But its better for you to know some Turkish so you wouldn´t have any troubles. And I guess most Turks know Arabic If you speak any of these languages people will understand you, hopefully. And about English, of course someone would understand you but I´m not sure if it would be helpful. I suggest you learn some Turkish! Good luck!

You will be understood by most salesmen in the Covered Bazaar and the Spice Markets. The majority of Istanbul hotels have reception staff that understand English, and major tourist sites cope with all foreign tourists. Younger Turks have been taught English at school.

The tram system has announcements in English and Turkish, and many restaurants have dual language menus, or supply English menus on request, or use sign language or pictures to help you order.

It is easy to live in Istanbul with no knowledge of Turkish, but I suggest you at least learn to say "thank you".

If you know some basic Turkish you will find it very easy to achieve most things.

I spent 3 weeks in Istanbul with very limited Turkish.  The most important words I found were pardon, lutfen, tesekure ederim...  When the people I spoke with saw that I was trying they were more then happy to speak to me with the few words of English they knew but depending on where you go in Istanbul you have people that speak English very fluently.  In Sultahnamet Square and in the surroundings they speak English.  But like I said, knowing a few words in Turkish helps.

there is no specific region english is understood by most people in istanbul. but there are potential speakers, you have to pick them up. who are they?

first part is in tourism business: in touristic areas, such as topkapi palace and surrounding areas, hotel workers, restaurant workers, sales men, taxi drivers...

second part is nothing to do with tourism but they know english as part of their education. some high school and university students but not all of them knows english. some universities use english as education language, their students may speak english fluently, such as bogazici (bosphorus) university.

In Turkia ? Some people who knows Ottoman Turkish can do [write poems in farsi and arabic] as Ottoman Turkish is mixed with Turkish,Farsi and Arabic. But I have doubt about ordinary street man can write poems in Farsi or Arabic. At least I havent come across such people yet.

As an outsider who has spent quite a bit of time in Istanbul, in my opinion if you are a tourist visiting Turkey on a vacation, you will find many English speakers in tourist areas.  If you are going there to work/live, I would urge you to learn more than just please and thank you.
