Even if you are not Turkish, you will get a citizenship number (or perhaps it´s not really called that, but I do have a kind of number!). I am not Turkish, and I have one simply because I got a job in Turkey. It is basically the same as the tax-number, just a different name I guess My employer did the paper work, it received my number and I could open a bank account with that.
It is not citizenship number , it is " ID Number for Foreigners" . It is "called " Yabancı Kimlik Number" [YKN]
Foreigners residing in Turkey for at least six months with a valid residence permit shall be registered with the foreigners’ section of the Civil Registry by the General Directorate of Population and Citizenship Affairs and shall receive a YKN number. Foreigners registered with the registry are obliged to declare all matters related to civil status, including birth, death, marriage, divorce and other personal information, to the Civil Registry. (The provisions of the Law on Foreigners’ Residence and Travel in Turkey, dated July 15, 1950 No. 5683 prevail.)
The YKN began to be used for tax identification as of July 1, 2010, so the YKN should be presented as a tax number in some situations. According to Law No. 4358 and general communiqués 1 and 2 on the tax identification number, when engaged in transactions defined by the Ministry of Finance, public administration and establishments, real and legal persons shall identify the tax identification number of the addressees of these proceedings, to be used in documents, accounts and records. Under the said laws, the tax identification number is required in certain transactions, including but not limited to:
* all proceedings executed before a notary public
* the purchase and sale of real estate
* leases and insurance transactions

Under general communiqué 3, Turkish citizens began using their Turkish ID number as their tax number as of Nov. 1, 2006. Foreigners continued to use 10-digit tax numbers issued by tax offices. However, with the enactment of general communiqué 4, dated May 22, 2010, general communiqué 4 was amended. Now, foreigners who hold a YKN shall present their YKN as a tax identification number to persons and institutions who execute the abovementioned proceedings.
Briefly, the regulation that “as foreigners are not granted a Turkish ID number, they shall continue to use the 10-digit tax identification number given by tax offices” is not applicable for foreigners who hold a YKN.
In practice, banks are not yet accustomed to this YKN system and, therefore, some banks insist on requiring the YKN from all foreign customers
