one question:do we add -bili- to the verb root when we want to say "can(believe, understand, whatever...)"?

The suffix in that case is -abil/-ebil, depending on vowel harmony.

Daha yavaş konuşabilir misiniz?
"Can you speak a bit slower please"

(first sentence that came to my mind, I had to use it rather regularly this summer )

Your welcome, anytime

To say can in turkish you add this suffix

y+a,e + bil

it now become a new verb and you put it at any tense as you like
For example

inanmak ...is to believe

the verb root is inan
İt doesn't end with a vowel, so we don't use the (y) buffer here
And accourding to the vowel harmony ,we will put (a) not (e) to the verb ,so it will be

inanabil ....that means can believe

Consider it a new verb we've just created it ,and if you want to put it in Şimdiki zaman (yor)then it will be

İnanabiliyor,, can beliving

Or İnanabilir ...can believe ,or inanabildi could believe

And so on

You can put it into negative too,
As you know when you put into negative we add the suffix (ma,me )
You do exactly same,but with one different

our new verb now is inanAbil...that is affermative
İnanA ..that is negative

We delete the (bil) suffix,and keep the (a,e)

So it would be

İnanAmıyor....inanAmadı,,and so on

And we all were there too,maybe you at step 2 or 3,i am at 4 or 5, but we are all learning

just to see if i understood correctly...

following your explanation canli... shouldn't the first bit of the translation be

Şunu inanamiyorum

because it is in the negative?

oppss,yes exactly,it should be that way

What i wrote there means,i believe ,i didn't add the (ma ) suffix

İt should be

Şunu inanamıyorum
