Because if you say seni ozluyorum means I am missing you,the period of the action is wide,not defined.
seni ozledim means either I miss you and I missed you.its the same with seni optum.I am not sure whether there is a special grammatical rule about this.Sorry wasnt very helpful,I personally know this from practice

I miss your kiss = öpüşÃ¼nü özledim or öpmeni özledim or öpücüğünü özledim ...
If you say such as ;
'I felt that you kissed me'
its mean 'beni öptüğünü hissettim'
you can use 'öptüğünü' for this kind of sentences
