Seni severim - I love you, I like you
There is love in this sentence but not falling in love, just love.

Seni seviyorum - I love you
There is falling in love in this sentence, mostly lovers say to each other. But friends, relatives, family also say it to each other. Meaning depends on whom is saying.

Şimdiki or Present Progressive is equivalent to the "-ing" english ending. It has the sense of inmediate and continuing action, or an action that is developing in the present.

- Ne yapıyorsun? (What are you doing?)
- Bir roman okuyorum. (I'm reading a novel)

By the other hand, the Aorist Tense or Geniş Zaman has many uses:

a) It is used for indefinited but habitual actions:

"Her hafta sonu parkta koşarım." ("I run in the park every weekend." Or you can also translate it as "I use to run in the park every weekend.")

b) Refers to a future intention:

"Gelecek yaz Avrupa'ya giderim." (Next summer I'm going to Europe)

c) A polite imperative or a suggetion:

"Pencereyi açar mısın?" (Would you open the window?)

d) A polite request

"Bir salat rica ederim." (A salad, please)

Coming back to "seviyorum" and "severim", yes, the verb "sevmek" is both "to love" and "to like".
In my opinion, "seviyorum" is equivalent to "I love you", but "severim" seems more a promise that "I'll love you always".
You can distinguish if it seems "like" or "love" only from the context.

1.
To love --> Sevmek
To like --> Hoşlanmak for relationships and beğenmek for things.
They are different words and hardly interchangeable.

I like this dress. --> Bu elbiseyi beğeniyorum.
I like this person.--> Bu kişiden hoşlanıyorum. Beğeniyorum is also possible for people if you are talking about the way he behaves or does things etc.

Love(affection) between 2 people are expressed in -yor tense in Turkish.

Love for general things are expressed in -r tense in Turkish.

'Seni severim' and 'Seni seviyorum' are totally different in meaning.

First is expressing that you love her/him generally, like a feeling not deep in heart.
Second is expressing that you fall in love with him/her, a feeling deep in heart

In very very rare cases -yor can be used instead of -r, which are grammatically wrong, but as the result of a slip of the tongue. Then you can get it correctly through the context.

2.
Check your grammar book again for aorist.

Aorist is not usable with future actions.
Gelecek yaz avrupaya giderim. --sound very odd and wrong--
Gelecek yaz avrupaya gidebilirim. --right. possibility--
Gelecek yaz avrupaya gidiyorum. ---yor can be used for future actions.--
Her yaz avrupaya giderim. --correct. Expressing a behavior. Things that you used to do.--

Best wishes.

You're right SunFlowerSeed. The book is a bit old (50 years). Thanks for correction.
