there is an exception to almost every grammatical rule of turkish... no need to wonder. nothing to do for that. such things happen with languages. cos "human beings" use it 
the same is true also for "hair"
we sometimes say "saçlar" not "saç"

actually snow doesn't "fall" either. we say more "yağmak" for snow verb.
e.g. kar yağıyor

I didn't hear that about kar before, is it always like that?

That's true of course. I think the usual english translation would also simply be "it's snowing" rather than "snow falls" unless it was "snowdrops".

also "dusmek" is used as equivalent of "fall" and it s used for snowing too..
eg. "yilin ilk kari dustu"
but these are more folk or literary usages.
