 either:

I am going to read this novel on my return to Istanbul.

or:

I will read this novel on my return to Istanbul.

 

If you say I am to read this novel on my return to Istanbul it implies you are saying that someone else says you should do it.

 Advice is a noun.

Advise is the verb you want

 

(PS a lot of native speakers get this wrong! It is like practice and practise.)
