When you use "olsa" and when "olursa" . I couldnt make the diffrence 

As you already know I am not a professional or fluent in both languages but I will try to explain if I can.

olursa has possibility to happen  e.g Son sýnavým 75 olursa dersi geçebilirim.

olsa contains wish  Keþke son sýnavým 75 olsa. O zaman dersi geçerim.

But both words have very wide and different usages other than the examples I gave:

Son sýnavým 75 olsa geçmiþtim. or son sýnavým 75 olsaydý geçmiþtim.

O adam zengin olsa da cimriliðe devam eder.

ondan olsa olsa serseri olur

Ne olursa olsun onu sevmeye devam edeceðim

Ýstediðim olursa dile benden ne dilersen

...

There is a very comprehensive list of all conditional/wish endings here - however there seems to be some argument at the end of the thread amongst native Turkish speakers, as to whether some of the constructions are ever used or, indeed, have ever been heard of!

In many cases, they are used interchangeably. yani olsa da olur olursa da olur!

Linguists may want to ponder over the differences, but listening to their technical debate wouldn´t help most learners of Turkish.

As a native English speaker, I think of it like this:

olursa is more like our normal if: i.e. if A then B

Hava güneþli olursa plaja gideceðim.  If the weather is sunny I will go to the beach.

Olsa is more like a wish, i.e. has more of the hint of "if only."

Hava güneþli olsa: If only the weather was sunny, or I wish the weather was sunny

´olursa´ þart kipidir yani mesela ´ hava güzel olursa , pikniðe gitcez´

´olsa´ is wish clause       ´ I wish weather will be sunny , so we can go to picnic´

´olursa´ is condition clause for example  ´ if weather will be sunny , we will go to picnic´
