yes it is a birthday wish, and pretty nice one, too the author/sender wishes that everything would go as you wish in your heart i must save it, it´s short and nice and i hope you will get the correct translation from natives very soon - before your birthday will be over happy BD from me, too

Canım kardeşim - my dear brother (or sister - kardeş goes for both, so the sender knows your gender already )

her şeyin gönlünce olması dileği ile nice yıllara. - that´s a bit complicated for me, coz my english is "on wooden legs" but it´s smth like - by wishing you that everything would go as you wish from/with your heart i wish you happy birthday...or years to come, coz yıl is year and it´s in plural (-lar)...i could tell you what it exactly means in estonian though

short and simple answer would be teşekkür ederim but i think it depends more on how close relationship do you and the sender have...so - let´s wait for natives, now i´m curious about it, too
