I thought it might be ´to bring pleasure to the language´?

ooooh yeah. I took ´dile´ to be the imperative of ´dilemek´ but yours makes more sense!

dile getirmek /ı/ 
1. to make (someone) talk. 
2. to express. 
3. to make (something) a subject of gossip.

..so there is nothing about language.

çalışmalardan memnuniyetini dile getiren bir vatandaş ona tesekkur etti.

I wonder how you talk, express or gossip without using language....

expressing his/ her pleasure of the work a fellow citizen thanked him/her/it

Dile getirmek  =  söylemek mean "tell or say something"

For example;

S/he said how much glad to hear that...

Bunu duyduğuna ne kadar memnun olduğunu söyledi.

Bunu duyduğuna ne kadar memnun olduğunu dile getirdi.
