"It is our duty" is the more polite way of saying welcome)

you are right about the literal meaning. but it is sometimes used as an answer to thank you (to your friends)

my man said it to me so I suppose its ok then but what do you mean by a fun way, and would it offend

no no, it is not offensive. It is kind but just informal. I don´t know how to describe...
For example lets say I am walking on the street, somebody drops her book and I give it. When she says thank you, if I answer as "görevimiz" then it sounds funny to me

Don´t be hasty. By saying "it is our duty", one can really mean it. And he can follow you for a life time to help you even if you don´t want.It is not impossible in Turkey.
