I don't know if in english they're both the same, but I doubt it.
I'd say it means: It's forbidden for him to talk.

I guess Meltem meant like: It's forbidden for him to talk to me.

In other words: Ik mag met niemand praten / Niemand mag met mij praten.

Bana konuşmak yasak. or Konuşmak bana yasak.

It's forbidden to talk to me.
Benimle konuşulması yasak.

Ohhh wait.. bana as in 'it's FOR ME not allowed to talk'.. but not as in 'it's forbidden to talk TO ME'.

No

The person who says this is not allowed to talk. The others might be able to talk to him, it's not mentioned.


Bana sigara içmek yasak = Benim sigara içmem yasak.


But if it were like this: Bana konuşması yasak or benimle konuşması yasak, it would be the thing you said.
But if the verb is infinitive, it's different.
