No
The person who says this is not allowed to talk. The others might be able to talk to him, it's not mentioned.
Bana sigara içmek yasak = Benim sigara içmem yasak.
But if it were like this: Bana konuşması yasak or benimle konuşması yasak, it would be the thing you said.
But if the verb is infinitive, it's different.

Or
Neden sana konuşmak yasak?

Or maybe you can just ask: Neden yasak? or even Neden?
