You can also say "Mutlu yıllar". "Mutlu yıllar" is mostly used. However, "Doğum günün kutlu olsun" is correct as well.

I thought "mutlu yıllar" means Happy New Year? That's what's written in my course anyway... :-S

As a matter of fact, you are right again. "Mutlu yıllar" can be used to say " Happy new year". But dont forget that it can mostly used to say "Happy birtday". You can use it in either way.
