Not trying to be funny but could you explain why this is viewed as an issue ? Do you mean leg over own leg like women sit sometimes, or leg over someone elses leg (which i guess most people would not do anyway ) 
Have I been a hussy without even knowing ?

in many cultures it is sign of bad form. smth indecent and improper.
when woman sits like this and shake upper leg a bit what does it mean? it is seducing sign ... though they say men do not interpret this gesture like that so we fail here ...
and i think they expect foreigners being different
