Turks things that we have so high moral values but no one else does.You can frlit with a foreigner´s wife-husband-daughter-sister and they wont be jelous at all, they ll even be proud of how beautiful is their woman so everyone wants to sleep with her. Son as you see ladies telling that you are merried, or walking with your english husband won´t pervent Turkish gusy from hitting you but only will put your husband in to bad stiuation.

i think the main reason is a lack of punishment and a green light from the society. anyway nothing happens to the criminal, and the victims are to be blame.
