I know what your question is about now.
Yes, the state can forcefully buy land from private owners, at local market rates, to be used for public good, provided that a court order can be obtained allowing such an action.
I think the state can not use such land for objectives other than that declared to get the court order.

I am surprised to see the UK in that list. I have never heard of compulsory seizing of property here. Usually an "offer they cannot refuse" is made
However, an interesting situation has occured in Portsmouth where a new road is planned. Residents were offered a substantial sum of money for their properties and everyone accepted except one house (my friend's parents!). The road has been constructed and the houses demolished until half way along. Then, the road ends suddenly at my friend's parents house!!!! Presumably they will just wait until their death, make an offer to the children of the couple,and then continue with the road until it reaches it's destination!  |
On that...M62 between Manchester and Leeds splits up at some point to accommodate a farmer that didn't want to move! So the Motorway was made to run around his land... Poor sheep !

As they seem to mainly cater to the drunken mobs who fall out of pubs, then I suppose nobody complains!
