Even if it´s a specific forum, it´s always Forum Kuralları.
"Forumun kuralları" is "the rules of the forum."
When you´re giving the general rules of any place, you do not use the genitive suffix as in "otel kuralları, okul kuralları.."

In fact, it´s the similar logic with the "forum kuralları" and "forumun kuralları"
