I must admit, that I've never been Istanbul before, but I work in turkish travel agency and we send clients to hotels like CEYLAM INTERCONTINENTAL 5* (20 km from the airport), THE MARMARA 5* (24 km),THE MADISON 4*. Unfortunately, have no idea about any cheaper hotels 
I'm sure, someone, who lives in Istanbul will reccomend sth suitable  good luck, pa pa

My friend Bahattin manages a 4 star in Taksim Square. Its called the Savoy. Tell him your my friend and you can probably get the room for half the listed price. They are remodeling now so they are often full. Book as early as possible.

Another good website is www.gtahotels.com I know the site because I used to work for the company that runs it. They found me a good hotel for my visit (which is also in February from the 14th to the 20th). When are you going to be there Andy?
