Opening Cell-Phone business in Turkey

Selam all,

I was wondering what the process is for a non-Turkish citizen to open up a business such as a cell phone store. In my opinon, it still is a thriving business even in USA(where I currently reside). I know that it's a bit easier if you have a Turkish partner which makes you bypass many things. I would eventually settle down in Turkey(Istanbul or Urfa) but would like to get a business up as soon as I get there as I do not wish to waste time. But what is the procedure? Such as obtaining a license? Also would anyone know around how much it takes to open up such a store on an average? Any estimates would be helpful.
Also if anyone knows of any business consultants info they can refer me to who can help me out in this matter, that would be helpful as well.
