Use of .. mi? and ..misin? at the end.

Can someone please explain the difference between:-
1) Ona bir mektubu yazabilirsin mi?
&
2) Ona bir mektubu yazabilir misin?
I seem to get the hang of it and then it eludes me !!

Bir makes it a 'specific' mektup already, so no need to add the accusative! See, I know the rules but am never able to apply them! (Always make the same mistakes )

It was a typing error by the person translating, it should have been 'mektubu', as in my original posting.
