My guess (and I am only a beginner)

assuming you wanted a Turkish to English translation;

"Yes friends what was this title in English?

Foreign/external affairs specialist ?"

i agree with you for the "external affairs" part.. but, i guess, i should find something else instead of "specialist"..

hadi millet bana bi fikir verin nedir bu nasıl söylenir?

 Is it just ´person responsible for´ external affairs?

If it is ülke dışı:

Foreign affairs representative

If it is şirket or kurum dışı:

External relationships manager

External relationships specialist

It is hard because sorumlusu doesnt have an equivalent in business English.

In the classroom we have the equivalent word monitor (e.g. milk monitor) but that is definitely a word for kids.

Overseer is another equivalent, but this is more used for a foreman or checker on a building site or in a factory.

The only close ones are manager (müdür), supervisor (şef) or expert/specialist (uzman)
