"High door" suggests "Bab-ı Ali"
"Bab-ı Ali" is not a palace. You can think of it as the offices of the Ottoman Grand Vezier (something like today's priminister)

Kubbealtı is a meeting room within Topkapı Palace, where Divan used to meet in Sultan's presence. This is correct.
Bab-ı Ali however, is an actual high door which leads into the area that housed offices of the Ottoman high state officals (this huge door is still in existence); very close to the palace, but not within the premises. The area was also called Bab-ı Ali; an obvious reference to the big door that led to it.
Today the same area houses İstanbul Defterdarlığı (of Ministry of Finance) and offices of the Governor of İstanbul.
