My book unfortunatly is not the best to explain the grammar and there is something i don´t understand at all

-makta/-mekte

when i should use this endings? And what does it exactly means?

Okuyor = (S)he is reading
Okumakta = (S)he is engaged in reading
Okuyacak = (S)he will read
Okur = ((S)he reads
Okumaz = ((S)he does not read
Okumuş It seems that = (s)he read
(Okumuştur (S)he read)
Okumalı = ((S)he must read

The above is for 3rd person (he/she) which has no pesonal suffix on Turkish side (so no suffix correresponds to s/he)

For the other persons you need to add some personal suffixes on Turkish side:

Okuyorum = I am reading
Okumaktayım = I am engaged in reading
Okuyacağım = I will read
Okurum = I read 
Okumam = I do not read
Okumuşum = It is said that I read
Okumalıyım = I must read

etc.

can It also mean, I have been, for example oturmaktayım I have been living?

Yes it can. But my teachers always criticised me when I used -mekte,-makta. They said I had to use present continous tense instead of it. Because it is gramaticaly wrong. But people sometimes prefer to use this expression. And nothing can resist people´s will.

Grammatically wrong? How come?

 How many possible meanings ´makta/mekte´ can have?

Personally when I see

I have been V+ing form in English

I translate it as:

V-mekte-yim

first and see if it makes sense. Usually it does.
