Soruşturma tutanaklarına göre Sarraf’a uyarı ise Halk Bankası Genel Müdürü Aslan’dan geldi: “Dubai menşeli buğday mı olur?”

I´m just starting to be able to read children´s books, so this is perhaps beyond what I should be attempting, but it´s really bothering me—namely the "ise," without which I wouldn´t be nearly as confused.

Wait... is this "ise" somewhat different than "-sE" "ise"? I was expecting this somehow introduced a strange conditional, but... gah. I´m guessing "ise" just serves to add some emphasis here and doesn´t really translate well in this case. Please let me know if this works or if I´m missing some subtlety:

"According to the investigation reports, Aslan, the general manager of Halkbank, issued a warning to Sarraf: "Does Dubai even produce wheat?"

ise and se have same functions. If they come after a verb they give a condition meaning (if)

If they come after a noun they mean "as for".
