Is my translation of this correct?

I have some doubts about this text.

Firstly, what do they meant by `Suriye sınırına sıfır noktasında`- why isn´t it zero point AT the Syrian border, but TO the border? And secondly, why don´t you say "konteyner kenti" (in tamlama), but just "konteyner kent" instead? I believe konteyner isn´t considered a material or a measure to be connected with "kent" with no suffixes involved...
