çöp kovası yoksa çöp kutusu

 çöp kovası yoksa çöp kutusu?

 

I understand kutu means box and kova means bucket.

Which is correct to describe a small indoor bin and which one describes the large outside bins?

 You can use both of them for indoor usage. But for outside bins we say "çöp kutusu" in Turkish.
