why we say türkiye´nin başkenti and we say türkiye haritası

why there is not nin on türkiye in a second sentence

Sometimes there is not a simple answer. Compound nouns take 3 basic forms in Turkish, as referred to in a previous answer.

Very specific compound nouns take both the possessive suffix (n)in and the second noun takes the (s)i marker.

Turkey´s capital city is an example of a very specific compound noun. It refers to a very specific place - Ankara. (the capital city that ´belongs´ to Turkey, Turkey´s capital city)

A map of Turkey is less specific. It could be any map of Turkey.

Türkiye haratası var mı? Do you have a map of Turkey?

We use the term ´Turkey Road Map´ [Türkiye Yol Haratası] not

Turkey´s Road Map in English.

The same with another book I own, Atlas of Turkish Lakes [Türkiye Göller Atlası] 

You can say ´Pekka´nın haratası´ because this is the map you own, it belongs to you.

But if you say ´Türkiye´nin haratası´ it would mean the map that belongs to Turkey, which is a different meaning to ´a map of Turkey´

That is how I see the difference
