Hello!
I saw this idiom :
Sırtı kaşınan it çobanın değneğine sürtünürmüş.

Can someone explain to me what this means, both literally and figuratively?

Originally it has to be "goat" not dog. And it means that someone deserves to be punished for their wrongs or mistakes in their actions. That is s/he deliberately causes to be punished.
