Dilek (wish) is expressed by using V + -se/-sa in Turkish

gel-se -- I wish she comes
bil-sem -- I wish I know
orada olsam -- I wish I am there

when you combine -sa/-sa suffix with "idi", it is called "dileğin hikayesi" and when you combine it with "imiş", it is called "dileğin rivayeti". Usually they are written together
-se/-sa idi = -se-ydi/-sa-ydı
-se/-sa imiş = -se-ymiş/-sa-ymış

They can be used past or present depending on the context.
gelseydi -- I wish she came (but she didn't/doesn't)
bilseydim -- I wish I knew it (but I didn't/don't)
orada olsaydım -- I wish I was there (but I wasn't/am not)
orada olsaymışım -- They say they wish I was there (but I wasn't/am not)
Bilseydim gitmezdim -- I wish I knew it (but I didn't), I wouldn't go there (but I did/have)
etc.

The last one has 2 "idi"s
Bilseydim gitmezdim (Bilse idi-m gitmez idi-m)
and it can be shortened by dropping the first idi
Bilsem gitmezdim (bilse-m gitmez idim)

Thank you very very much Aslan2!
Another great explanation and I am sure it will stick in my
head too! by the way, I didn't know it could be used in both past or present according to the contex!!
¡ Gracias !
Dilara.
