Can anyone help me with the meaning of the word "mülga".

It is used on the website of the Sigortacılık Genel Müdürlüğü of the Hazine, but ain't in the dictionary I am using.

It looks like it may mean legislation that used to exist, but has been replaced by new laws.

Note that the word is only used in relation with institutions, or as you rightly guessed, laws.

You can have a "mulga" state ministry
You cant have a "mulga" wedding invitation

"mecelle mülga"
mecelle=(law) a civil code devised in the nineteenth century and used until 1928
