On the other hand, according to constitution, every year of early November, the president´s giving speeches or making prime minister read them in parliament about the government´s works of past year and about their next year´s precautions and decisions which should be taken into consideration, was contradicting with this principle.
Eğer cumhurbaşkanı, söylevinde, hükümetin, yani iktidar partisinin etkinliklerinden ve gelecekle ilgili siyası karar ve düşüncelerinden söz ediyorsa, bu halde de, hükümetin etkinliklerinden dolayı siyasi sorumluluğu olmayan cumhurbaşkanının söylevinin, esas itibariyle, hükümetin görüş ve önerileri doğrultusunda hazırlanmış siyası birmetin olması kaçınılmazdı.
If the president, in the speech, is talking about government´s, in other words ruling party´s activities and their future political decisons and thoughts, as well in this case, the speech of president who does not have political responsibility, in that essence, would be unavoidably a political text that had been prepared due to government´s thoughts and proposals.
