Turkey is politically and constitutionally a secular country. Yes, the majority of the people profess to be muslim. However, that does not change the secular state that Ataturk established. Many would like to maintain this status. Regardless of the headscarf issue Turkey is a secular country...Although i think religion is slowly creeping it's way back into the gov. but that is just my opinion...
