bunu yapalı 1 yıl oldu=there is already 1 year since i did this (i am not doing it anymore) or There is already 1 year since i am doing this? (i started 1 year ago, but i am still doing it)

 It depends on the context and what action do you mean, but because the action in your example is "yapmak"  I would say , Logically you do something and it finished. "oldu" tells us  the thing you done and finished in the past.

-something you performed at a certain time in the past and not doing it since then. So, you just stating the fact that you done this some time ago in the past.

  It´s been one year [passed] since I have done this.

 

-However, if someone says " Biz bu evde oturalı beş yıl oldu "  , people weirdly take "oturmak" as a continues action even though it is used with past tense "oldu" [happened] . Therefore you may hear people say it for the action "oturmak" ,started in the past and still doing it.


 -  Bu evde oturalı beş yıl oldu.

  " It´s been one year [now] since I have been living in this house " In other words, I started to live in this house for the last one year and still doing it.

 

Note that  you may also hear it in present tense form  "Bu evde oturalı 5 yıl oluyor ".

if we say türkçe öğreneli 1 yıl oldu, does it mean:

 

there is 1 year since i learned turkish (i learned turkish 1 year ago) 

or

It has been 1 year [It was one year ago] I learned Turkish

I learnt Turkish one year ago. [My learning Turkish finished  [happened --> oldu]

But we don´t know when I started learning Turkish. All we know is the action of my learning occured, finished , accomplished.

 

Again,  Türkçe öğreneli  1 yıl  oldu -->  The action of learning Turkish happened a year ago from now. [ And it is accomplished, I learnt it]
