I am from south America so I dont care about men staring because EVERYBODY DOES THAT , anywhere , anytime and not only stare, they say things to you such as "delicious" "pretty" , "you're cute" and rude ones that I wont write...but its just latin culture I guess so I wouldnt feel intimidated in Turkey at all! because chileans are worse I am not saying it is right, I am just saying it is a national behavior of BOTH men and women of south american countries...in other words, when it comes to this subject, it depends a lot on where you come from...oh and by the way, I can appreciate a woman's beauty as some of you too, I once read " A woman can only appreciate another woman's beauty when she knows that she, herself possess beauty "... but who knows?

i catch myself staring at people quite often, and personally im not aware of that. actually most of the times i look at someone/something and i dont see anything (im somewhere else deep in my thoughts).
personally i dont like people staring at me (be men or women or children), i feel uncomfortable.
one thing i know people are attracted to unusual things: we stare at beautiful, at ugly, at strange, at foreigners.

when im in the west, i force people smile and say "hello" by staring at them, because they think we know each other (and they possibly dont remember) thats why i stare at them so intensively.
