If you want to find a place in student's hostel, you will have to find it in private hostels, because I don't think so called "devlet" hostels would help. As far as I know, Istanbul Universitesi doesn't have its own hostels - but you can try to reach an organization KYK (Kredi ve Yurtlar Kurumu), which is the administration of all national students' hostel in whole Turkey.

It is the same - the difference in written comes from specyfic of arabic letter used in the name of the first Ottoman sultan - Osman ( remember that in Ottoman times arabic was used as a language of science and rieligion whilst Persian - Farsça- was used as the language of literature and poetry; then this two languages mixed with old Turkish making a language called Osmanlıca - those all three languages used arabic alphabet). This letter sometimes was spelled as "s" but sometime like english "th" which seems similar to "t" - that's why Ottoman. Turkish use Osman, the western scince, especially english uses Ottoman.ı
