Duran, as you wrote, means something like "calm". But just, it is not common; and sounds like other the meaningless names:
satılmış: sold
döndü: turned back
duran: stopping << another meaning.
if your friend is ok with his name, there is no problem. just looks like some funny and meaningless with the others.

I meet mostly people which names are either Murat, Mehmet, Serkan or Mustafa. Also come across some Volkans As to rare...Mahir, Can, Onder and perhaps Ãœmit.
But i find female names far more beautiful and various

I sometimes think we have a lot of names in Turkish which when translated literally may sound weird (strange or unusual) to the foreigners.

Bakır -- copper
Kaya -- rock

Deniz/Cengiz -- sea
İpek -- silk
Irmak/Nehir -- river
Toprak -- earth, soil
Bozkurt -- Grey wolf

Alpaslan -- the brave lion
Volkan -- volcano
Ezgi -- melody
Dilek -- wish
Bengi -- eternal
İlker -- first man
Ülkü -- ideal
Sevgi -- loving, love

"you" shouldn't be the all Turks, because we still prefer all Arabic names...

I think he didn't say that we don't use Arabic origin names. He said that they are becoming less popular with time. If we were using 70% Arabic origin names for males 20 years ago, nowadays we are using maybe 50% so they are becoming less popular and more modern names are becoming more popular.
Erdinç is my real name but it is not my only name. I have two forenames and Erdinç is the second one. I don't use the first one because it is Arabic origin.
