Do people get warned before they are deleted? Or does it come unannouced? Of course if it is obcene or offensive, of course there needs to be no warning....

Maybe there should be a progessive disciplinary approach. For example;
A first warning sent to the classmate after so many spams.
Then a final warning sent if you continue to receive more spams. After a final warning, if you receive more spams then delete the person. It needs to be fair and consistent and some how investigated. But then again lifes not always fair.

I've heard of some sites setting up IP bans. I don't know how complicated that could be, but it could be one solution.

Not really, you could set up on one computer with an IP address and then use on another computer with different IP, as I do!! So you could go into any internet cafe set an account and then use on your home computer.

it also doesn't work if the user has set up dynamic ip address configuration on their computer...meaning a new ip address is generated everytime they log on to the internet.
