"Kanka" is the short form of "Kan Kardeş", which means blood brother.  In fact it must be used only for best friends but today many people use use it for all friends. 

Another word similar to kanka is "cankuş", that also means best friend.

ITU is one of the most popular state universities in Türkiye. I have many freinds who are graduated from ITU and all of them have good jobs. ITU also have a really nice campus and there are many sport and social clubs in ITU. 

You may also think  Bosphorus University in İstanbul and Middle East Technical University in Ankara which are the other members of big three state universities in Türkiye.

In order to marry in Türkiye, foreigners must have a marriage llicence which is given by the embassy of their country in Türkiye. If this license doesn´t allow you to marry, then it would not be possible for Turkish authories to marry you in Türkiye. 

I think it is better to ask a lawyer.
