"sana ne" means what's it to you, what do you care, it's none of your business, so it's something like:

(Whether) I love you or not, what's it to you

Yağmur yağıyor, şemsiye almadan evden çıkma.

note: The suffix -madan is USUALLY used together with the word "önce".
