It means something like: "You´re either incurable or you are the remedy."

 

I think it may be quivalent to the English: "You´re either part of the problem or part of the solution".

I would translate this as:

Ben sekretere mektubu yazdýrdým. I dictated the letter to the secretary.

Mektup sekretere yazdýrýldý. The letter was dictated to the secretary.

 

If you want to use the meaning of "have sb write sth", then perhaps the second sentence could be translated as: "The letter was made to be written by the secretary", which sounds a bit awkward, a better way to say it English would be to make the secretary the subject: "Secretary was made to write the letter."
