 Number 2 is a little confusing unless you really think carefully about the endings!

 

kitabý vermek: to give the book. 

 

Vermek is active, and the thing that is being given takes -ý  ending.

 

verilmek

 

verilmek is passive. The thing that is being given takes NO ending.

 

e.g. kitap verildi: the book was given.

 

So, no 2 is either a mistake (unlikely as you copied it from a textbook)

or the ending must refer to something else. Kitabý must mean his/her book.

 

So we can then say:

´Kalemi verilmesin, kitabi verilsinler´ means

"Let him not give me his pen, let them give me his book"

or, in more usual English

"Don´t let him give me his pen, have them give me his book"

The last two are correct.

 

Ne on its own is what.

 

ne...ne... means neither...nor
